Brown County PDM Plan Adopted
The Columbia City Council unanimously approved the new state mandated flood damage Prevention Ordinance at the August 3, 2010 meeting. This replaces the former ordinance and will be on file at the Finance Office.

RESOLUTION TO ADOPT THE BROWN COUNTY PDM PLAN
WHEREAS the City of Columbia has experienced severe damage from strong winds, flooding, hail, heavy snow, heavy rain, and tornadoes on many occasions in the past century, resulting in property loss, loss of life, economic, hardship, and threats to public health and safety.
WHEREAS a Hazard Mitigation Plan has been developed after more than one year of research and work by the City of Columbia, Brown County Emergency Management, NECOG, Nothern Electric Cooperative, and the Pre-Disaster Mitigation Committee.
WHEREAS the Plan recommends hazard mitigation actions that will protect the people and property affected by the natural hazards that face the City.
WHEREAS a public meeting was held to review the Plan as required by law.
NOW THEREFORE BE IT RESOLVED by the Mayor and Council of Columbia that:
1.The Hazard Mitigation Plan is hereby adopted as an official plan of City of Columbia.
2. The respective City Officials identified in the strategy of the plan is hereby directed to implement the recommded action assigned to them. These officials will report annually on the activities, accomplishments, and progress to Brown County Emergency Management.
3. The City of Columbia will provide annual progress reports on the status of implementation of the plan to the Mayor and City Council. This report shall be submitted to the City Council by November 1st of each year.

Community comments – Alley closing – question on why one alley was closed and one not several comments on logistics of why & why not.
Keith Vitense donated the digital recorder for Kathie to use at the city meetings, helping to provide an accurate account of city proceedings. These will be transferred to a jump drive. Ken Frohling replied to the letter send concerning the Lagoon road. Discussion about the matter with the conclusion that the rip rap placed and how to repair the matter by removing the material to the former condition. Tabled to the next meeting.

UNFINISHED BUSINESS
Rubble site – process after license- dike, berms around logging every load amount and person, turning yard waste weekly. Just trees weekly estimate of loads brought in, a pit for the trees. Some discussion about a dumpster instead of making a site. Bob asked to have Kevin help move trees at the pit.
Roads-moving along well.
Mowing- Letter to Aryln Johnson to mow his property in the right of way on South James St. Also to Tony Davis about the weeds and dirt pile.
Flood- mowing some down there hope to get to where they can pump some.
NEW BUSINESS
PDM Resolution- moved by Kuschel Harr 2nd by Vietmeier to adopt this resolution. Unanimously approved.
Flood prevention ordinance adoption-Mitchell moved 2nd by Vietmeier. Unanimously approved.
Copying documents for public-moved by Kuschel Harr 2nd by Vietmeier to charge .10 per sheet for public documents copied from this office.
Infra-Track – estimate- check out A-Tech
Barking dogs- Barking dogs and running at large request for containment of dogs.
Alley- Vietmeier moved to rescind the former motion to not close the alley in the 300 block between North James and North Lake Blvd. 2nd by Mitchell. Passed.
Moved by Vietmeier 2nd by Mitchell to not close the alley between North James and North Lake Blvd. in the 300 block. Passed 3 to 1.
Next meeting September 7, 2010 in the meeting room of the Fire Hall.

Roads – In the works. Discussion on water flow from the corner of 4th & N. Lake Blvd., also on 4th Ave NE needing gravel. Sixth Ave NE needs work but weather is a problem.
Sewer Accounts – G. Nielsen not need to pay.
Mowing – leave signatures the same on the letters, some fringe areas along edges need to be cut.
Flood –Wait for Park to get dry and see what can be done.
Alley Vacation – discussion pro & con for platting the property and access for utilities, there will be cost involved to each land owner. Moved by Vietmeier to not vacate the Alley between North James and North Lake Blvd in the 300 block 2nd by Mitchell. Passed. Letters will be sent to each land owner.
Grant application –Eric Hanson will assist in the process of grant writing.
Flood Damage Prevention Ordinance – Flood Prevention ordinance presented and will be on file at the office for anyone to read. The 2nd reading will be at the August 3rd meeting.
Nuisance letters – signature as is.

Vietmeier moved to adjourn 2nd by Mitchell. Passed.
Next meeting August 3, 2010 at 7 pm in the meeting room of the Fire Hall.
